My friend broke one of my things and didn't buy a new one?

Okay so my friend, let's call her Jen, she broke my ruler,a bunch of my pencil's and pens. This may sound dumb but my parent's are in a very tight budget..soo they can not afford buying a bunch of new things, so as soon as she cracked my ruler(as she saw everyone was staring at her) she was like "OMG OMG I WILL BUY YOU A NEW ONE I AMM SOOO SORRY!!" So then I am like okay no prob. So it has been like 8 months now and I reminded her like 7 months ago and she was like, "It IS JUST A RULER JEEZ I AM NOT GOING TO BUY YOU A NEW ONE GET OVER IT!" and then last week she apologized and said she would bring me one but she said her sister stole the new one she bought(YA right!) and so my BFFL kindly donated one to me, but it has cracks and it has a bunch of things written on it and it is in BAD condition, so i want a new one but she wont give t to me..what should i do?
