How do u take the govonor off of a snowblower motor and where is it at?

it's 5 horspower snowblower motor...i wanta build a go kart for my lil bro he's 12 and he likes to go fast and all i got is a snow blower motor...how can i take the govoner off and is there any parts or things i can do that r cheap to make it go faster???
